I can Mod my client to do alot of stuff obviously vac, tele, wall hacking and etc.. are not allowed. Which even if it was allowed I wouldn't do it because whoever needs to vac in a pserver needs to go kill their selves or call Jenny Craig cause their fat lazy asses need some motivation xD. So if you guys can make a list of things not allowed it would help me and other people like me out alot. thanks in advance

you just answered yourself. to make it short: anything related to hacking, or anything obviously looking, and ending up in the same advantage like that, is NOT ALLOWED.
here is the list you were asking for: any acts against the forum and in-game rules wil not be tolerated.

the rules are clear. surely u can add all those mods to your client

but if we see u using them, its a ban on all accounts
